Here on the forums I see a lot of reports like this:
According to App Store Connect, I’m an Admin member of a team, but I can’t access the Certificates, Identifiers, and Profiles section of the Developer website for that team.
There’s one really common reason for this, namely that this is an Individual team. This is clearly documented in Developer Account Help > Access > Roles and access, which says:
If you’re enrolled as an individual and add users in App Store Connect, users receive access only to your content in App Store Connect and are not considered part of your team in the Apple Developer Program.
So, if App Store Connect indicates that you’re a team Admin but you can’t access Certificates, Identifiers, and Profiles, it’s critical that you check that this is not an Individual team. To do this:
Log on to Developer > Account.
Select the correct team at the top right.
Scroll down to the “Membership details” section.
Look at the “Enrolled as” field.
If it says “Individual”, then only the team’s Account Holder can access Certificates, Identifiers, and Profiles. OTOH, if it says something else, like “Organization” or “Enterprise”, then see below.
If you’re working for someone else who only has an Individual team, I recommend that you encourage them to update to an Organization team. For advice on how to do that, see Developer Account Help > Membership > Updating your account information > Updating an individual membership to an organization membership.
If you can’t access Certificates, Identifiers, and Profiles and you’re absolutely sure that this is not an Individual team, I recommend that you seek formal assistance via Apple > Developer > Contact Us.
Share and Enjoy

Apple Developer Program membership purchased but still being asked to renew — cannot access services
I recently purchased the Apple Developer Program — 1 Year Membership, and the payment has been successfully processed. However, even after the purchase, I am still being prompted to renew my membership and cannot access any of the developer services that should be available with an active membership.
It is very frustrating to pay for a membership and then be told to renew it again without being able to use the services I paid for. The membership status does not seem to reflect the completed purchase at all.
Has anyone else experienced this issue? Why does Apple charge for a membership and then continue to block access while asking for renewal? I would appreciate any guidance on how to resolve this, or if an Apple representative could look into my account.
Thank you.
I Keep getting this error if I try to enroll in the developer program, why is this? Please tell me how to fix this of why this is happening!
Hello,
I am trying to enroll in the Apple Developer Program, but I cannot complete the payment.
During the purchase process, I receive the following error:
We are unable to complete your order.
There was an issue when we processed your order.
An invalid value '1549' was provided for State, Province, or Region.
My details:
Country: Kosovo
State/Province/Region: Kosovo Region (selected from the available option)
I have verified my information multiple times, but the error appears every time.
I have contacted Apple Developer Support multiple times over the past month.I have not received any response (positive or negative).
I need to complete enrollment to publish my apps, and this delay is blocking my work.
On february 9, I tried to enroll to the developer program, I got charged and received and order number, the next day when I tried to see the status of the enrollment, the order number provided on the email confirming the order was not working, I've tried to get support through email, nothing happens; I've called about 20 times to Apple Support, nothing happens, they said they doesn't have direct communication to the Apple Developer department, I have two weeks plus trying to have an answer on email, and nothing happens, but you know what happened? They completed the charge on my CC.
Hi everyone,
I’m looking for some help or advice regarding my Apple Developer Program enrollment. I subscribed and paid on February 3rd, but my account is still in "Pending" status.
It has been 15 days since my payment was processed. I uploaded my ID documents for verification 9 days ago and I haven't received any updates since then.
Has anyone else experienced such a long wait recently? How much longer should I reasonably expect to wait for manual verification?
Hi, I’m enrolling as an Individual in the Apple Developer Program and my enrollment is stuck on “Program Enrollment”. Apple Support Case ID: 102825406888.
Apple Support asked me to submit my national ID, which I already did, but my account is still not activated and I haven’t received any update (it’s now been several days).
Is there any recommended next step to get this escalated to the Developer Program Enrollment team or to confirm the current status (Approved/Pending/Rejected)?
Hello Apple Developer Support Team,
I completed my Apple Developer Program enrollment directly through the Developer app on my iPhone. The identity verification and payment were successfully processed.
However, when I log in via the web, I still see the message “Complete Your Purchase,” and my enrollment status appears as Pending. The system seems to be asking me to proceed with enrollment again, even though the process was already completed on my iPhone.
Could you please review my account and clarify the current status of my enrollment?
Thank you for your assistance.
Kind regards
Does anyone no if this is possible without Having to create another apple Developer account and register is that way with my business license name ? or do I have to create a brand new developer account and pay the 99 fee again :(
Hi everyone,
I subscribed to the Apple Developer Program on Tuesday evening, February 15th, 2026. The payment has already been charged to my bank account, but my account still shows the status “Pending” with the message “Subscribe your membership”.
It’s now been several days, and I haven’t received any confirmation email or any request for additional information.
I already contacted Apple Support by email/phone without any response, but I’d like to know if other developers have experienced the same situation and how long it took before their account was activated.
My Enrollment ID

Thank you,
Rakan

Hello,
I am trying to transfer the Account Holder role to a different person on our team, but I am stuck in a loop. Despite the recipient being an active Admin on the team for some time, their name does not appear in the "Choose a Candidate" dropdown menu on the Apple Developer website.
Here is our current setup and what we have tried:
Recipient Role: The person I am transferring to is already an Admin (verified in Users and Access).
Security: 2FA is enabled and active on the recipient’s Apple ID.
Account Type: This is for an Organization/Company membership.
The Issue: When I (the current Account Holder) go to Membership Details > Update Your Information > Transfer Account Holder Role, the candidate list is empty or does not show this specific Admin.
We have investigated the Identity Verification requirement, but hit a dead end:
The recipient logged into the Apple Developer app on an iPhone (signed into the same Apple ID and primary iCloud account on the device).
In the Account tab, there is no "Verify Identity" button visible.
The options visible are only: Create Profile, Notifications, Enroll Now, and Sign Out.
We have already tried "Create Profile," but it did not trigger an ID scan or resolve the visibility issue in the transfer list.
Questions:
Does the recipient need to click "Enroll Now" and start a $99 membership application just to trigger the identity verification, even if they are joining an existing organization?
Could the use of a personal email domain (@hotmail.com) for the Admin Apple ID be filtering them out of the "Candidate" list for an Organization account?
Are there any specific steps to "force" the Identity Verification button to appear in the app for an existing Admin?
Any guidance on how to get the Admin's identity verified so they appear as an eligible candidate would be greatly appreciated.
Purchase your membership.
To continue your enrollment, complete your purchase now
Your purchase may take up to 48 hours to process.
Its been more than 3 weeks its stuck to above status and showing Pending in profile section.

Hello,
I’m writing this here because I’m honestly stuck and unable to reach anyone through official support channels.
Order Number: W1466057949
Order Date: 18/02/2026
Case ID: 102824542025
My payment was successfully approved and processed by my bank. The amount has been fully charged. However, my Apple Developer account has still not been activated.
I opened a support ticket immediately after noticing the issue. It has now been 6 days, and I have received absolutely no response.
There is no active support in Turkey for this issue. When I try calling the Ireland support number, I can only reach an automated system — there is no way to speak to a real person. I currently have no direct contact channel to resolve this.
This situation is blocking my development work and causing serious delays. I have completed my payment in good faith, yet I cannot access the service I paid for, and I cannot reach anyone for assistance.
If anyone has experienced a similar issue or knows how to escalate this properly, I would greatly appreciate guidance.
Thank you.

Developer Program
Hello,
I am writing to ask whether this delay is normal or if anyone has experienced a similar situation.
I enrolled in the Apple Developer Program and completed the annual payment on February 4, 2026.
On February 10, I received an email requesting identity verification. I uploaded the front side of my ID on February 11 through the official verification link.
Since then, I have not received any confirmation or status update.
On February 15, I contacted Developer Support through the website. The support page indicates that responses are usually provided within two days. However, I have not received any reply yet.
I also chose the call option and was advised to wait a few more days. On February 20, I followed up again under the same case.
As of today (February 25), my enrollment is still pending and I have not received any update.
Has anyone recently experienced a similar delay in identity verification?
Is this timeframe considered normal?
Thank you.
There has been quite a bit of posts mentioning this.
Enrolled to the developer program, paid and money has cleared but absolutely no communication from apple on status or progress at all.
Status still show pending and still prompting to complete a purchase.
It's quite a terrible experience.
If there are delays, is it possible to communicate what the delays are?
If there is any progress, is it possible to communicate this progress?
Only other option I had was - contact support, which stated I will receive a response in less than 48 hours as well, but that promise is broken too.
Is there anyone from support that can assist?

Hello everyone,
I enrolled in the Apple Developer Program on February 19th through the Apple Developer App. I completed my payment using mobile carrier billing and successfully uploaded my ID documents for identity verification.
However, my account status is still showing as "Pending". I opened a support ticket regarding this issue on February 21st, but I haven't received any response yet.
Since it has been 5 days and I am eager to proceed with my work, I wanted to ask if this delay is normal for carrier billing enrollments? Is there any additional step I need to take, or a way to expedite this manual review process?
Any advice or help from the community or Apple staff would be greatly appreciated. Thanks!
